The meme is a reference to the song “Bulls on Parade” by Rage Against The Machine. Go to this video, skip to 0:22, the guitar riffs will sound like “wow, wow, wocka, wow wow, wocka wocka wocka” (“wow” being a phrase Owen Wilson is associated with, and “wocka wocka” being Fozzie Bear’s catchphrase).
